Not according to Google. There are a couple of schools who have a higher number of students. The numbers fluctuate every year. There's far more to the world than the US.

If you count ASU online students + undergrad + graduate, they're definitely one of the biggest ever.

Look at the list. They're not even in the top 20 worldwide. A couple different links were posted and ASU isn't on it.

Be interesting to see if ASU includes people in the 100 million learners business program. If they do include them and it’s successful, that could certainly push them up the list.

They're not anywhere near 100 million at the moment. That's the long term goal. I'm reading that there have been some snags in the courses. It will take some time for them to work out all of the bugs.
