VA Discredits HES Eligibility for VA Education Benefits

I can see sort of see why they don't want to pay for a program that the student may not actually be able to gain admission to, but is it really any different from being admitted, then flunking out? Could HES simply say, "Fine they're admitted", then expell anyone who can't pass those first courses?

The VA even allows a certain amount of time or credits to be taken prior to admission, so I don't see why this is an issue.  The certifying official also doesn't pay, the VA does.  The certifying official just reviews programs for eligibility from what I understand.
