This may be an odd question, but the example I am thinking about is if someone had an AS from (we'll say) EC and they went to (say) TESU, would their capstone from their AS transfer? If so, what would it transfer in as? I'm guessing LL elective?

That's what I was guessing, but I also thought maybe it would be not accepted since there is a capstone for the other degree. Like if you take English 1 at two different schools.

It (usually) transfers in as something different from different sources.

Basically, as an example, the Associates Capstone from a TESU AAS will go into an elective for the Bachelors when you ladder up. It should technically do the same thing when you go from say Excelsior to TESU. If you're going for a degree at TESU, you can try to get the 16 credit residency and also complete an associates that requires a capstone, it'll be used to "prepare" you for the Bachelors capstone.

If it transfers in, it would probably be a Free Elective. The only thing that might be different is if the capstone was for something specific (say an AS in Business), and it might be used as a Business elective. That would probably hold for lots of degrees.
