When is the right time to contact my choice of the B3? Multiple Degrees?

You could also count on one hand the number of online MBA programs which would be able to facilitate career switching. Because you (almost always) only get one shot at an MBA, getting one from Jacksonville State or similar would stunt lifetime earning potential for most people under around 45-50 in exchange for a small short-term increase in earnings. In business terms, the NPV isn't very good. In the case of career switchers, these short-term gains will be even more difficult to realize and the the opportunities to go into consulting/LDPs will be almost non-existent. The NPV of an MA in Social Science isn't any better, but that doesn't justify going to the lowest common denominator when deciding "what's next?" With all that being said though, your undergrad major (especially for a typical TESC student) doesn't mean all that much, so OP can't really go wrong here.

"A student already graduated from an accredited four-year institution must earn a minimum of an additional 30 semester hours of USF undergraduate courses to apply toward his/her second baccalaureate degree. Students must also meet the University's regular graduation requirements, including the 9 semester hours of Exit Requirements, as well as the requirements of the college awarding the degree and the residency requirements."

This is from Rutgers:
"Students who hold a credential equivalent to the baccalaureate degree in the United States from an accredited institution may pursue a second bachelor's degree at the School of Arts and Sciences (SAS). Second-degree candidates must complete the following requirements: A minimum of 30 credits beyond those applied to the initial degree, All requirements for a new major."
... which is exactly what I said. These aren't block transfer arrangements, they're residency requirements. You still need to get your previous transcripts evaluated so that they can assess whether you meet their degree requirements. It is possible that you could do a second degree in 30 hours, but unlikely, because gen ed requirements and CLEP policies vary by school.
