1-3 courses per semester is part time. 4 courses or more is full time. This is per semester not per session. There are 2 sessions in each semeseter.

To defer student loans you have to be enrolled a minimum of 1/2 time which is 6 credits (2 courses) per semester.

Exactly, you want to take courses at the institution you finish the degree with for residency requirements. Otherwise, taking the cheapest community college credits are your best bet. It might even be better to take community college credits out of state for those institutions that do not have a second fee for out-of-state students, these are graded/RA credits.
