I'm a new student with some prior college and no degree, and I also received both of these emails today, so I used the form to sign up for two TECEPS. Shortly after, I got an email saying the first emails had been a mistake and to disregard them. How generous of them.... it sucks because I'm low-income so this TECEP "scholarship" would really help.
