Have you considered Western Governors University? Not sure about their tuition, but a lot of IT folks on another forum recommend them. You are guaranteed admission almost if you have a certificate of some kind. While they don't have an actual campus you might want to check them out as thy might give you the most for your credits other than TESC.

There is also Dakota State University. They have a pretty good reputation from what I have heard as far as their computer programs and they have an actual campus. Again, not sure of their tuition, but think they might fall in the rate you are looking for.
