I hope that I'm wrong, but I've read that TESU's policy towards Saylor is that of less credits awarded than for some of its CLEP counterparts. For example, I read that TESCU awards 6 credits for the CLEP Biology exam, but ACE only recommends 3 credits for the Saylor Biology exam. It's a great discount; $25 vs $100+, but are you, atleast in some circumstances, losing out on some credit?

No mystery and nothing being"lost". The CLEP covers all the material from a one year college biology sequence in three sections. The Saylor exam is just for bio 101, the first part of the sequence.

You can see all of the credits awarded for saylor here

Most of them are 3 credits, corresponding to a typical one semester class.

Yes, CLEP has some exams that are 6cr, so if you chose the Saylor course instead, you would miss out on the credits. But, many degrees don't require 2 semesters of a science, so you don't gain a ton if you take the CLEP.
If you're comparing a CLEP to a Saylor course, it's still no comparison in terms of cost, because you could take 4 Saylor exams at 3cr each for the same price as 1 CLEP (if you have a testing center fee), so Saylor is still your best bet there. If you're comparing CLEP to another way of earning credits, the CLEP might come out to be the better buy. It just depends on what other options you have, and what credits you need.
