My friend's TESC annual enrollment expires today. From what I understand, I don't think it'll be possible to immediately re-enroll under the Per Credit tuition plan as the next TECEP term (if you register today) only begins in April. Would it be possible to obtain an immediate Leave of Absence then register for a TECEP under the April term (thus re-enrolling under the Per Credit plan)? Or what other options are possible? We're trying to avoid the Annual Enrollment tuition plan at present, if possible.

I would call the Bursar to discuss. They have methods of adjusting the system to the students benefit. At least this was the case in the past.

They need to speak to the bursars office, TESC (at least in the past) would allow a 1-3 month extension on enrollment so that someone could finish without enrolling for a full year. If someone lets enrollment expire more then a couple of days they might have to meet new more complicated requirements.
