What he really meant is there will be an increase in sales taxes, parking fines, permits, fees, etc. Nothing is free.

Don't waste time by trying to save time. The only sure way to complete your degree is to knock out credits quickly and efficiently.
Don't let easiness bite you in the rear. Know your endgame (where you want to be) and plan backward from there. Your education is a means to an end.
Be honest professionally, socially and academically. There are people (especially little ones) who look up to you and they're going by your example.
Be proud. Whether you're an Engineer or Fast Food worker, there is honor and dignity in hard work.
Picking on people weaker than you only proves that you are a weak person.

I get your point, but I'm not sure where you're getting those particular sources of funding. The article laid out pretty well where the funding is coming from: An increase in real estate transfer tax for properties over $5million.

Which is still a patently unfair seizure of one groups money for the benefit of another.

I'm always sad when I see promotion of free community college. Why? Glad you asked. Because community college tuition is already tax-funded and open enrollment. For those that are very poor, a Pell Grant will pay most of or all of their tuition for a full degree. For those working part time or attending college part time, attending the CC in your district is generally something you can cash-flow. The average for US is sitting at about $100/cr. So even if you don't qualify for a Pell Grant, or scholarships, or employer reimbursement, or work-study programs, a student loan (one loan- not one per year) will cover it all.
So, since it's open enrollment, academic merit is not a barrier to admission. CCs have a full suite of tutoring and learning services- certainly more than your average 4 year school. So, if you CAN do the work, you will be able to.
Cost is not a barrier to admission or completion. Yet, community college graduation rates are around 13% depending on whose stats you review. Yes, I know, not everyone who takes classes intends on graduating......So, tell me then, why anyone other than the student should pick up the cost for someone that doesn't even intend to graduate?
The better return on investment would be to pay for courses at the 300/400 level. That group has already demonstrated motivation and worthiness. If you really REALLY want the best ROI, let's drop tuition for grad school.

I lived in the Bay Area for 12 years. Actually living in the City of SF is so outrageously expensive, I imagine that most people who can afford it probably already have a bachelor's degree and are making a very nice living there - or they are so poor that they qualify for Section 8 housing, and would also qualify for Pell Grants.
Let's not even mention the fact that in CA, our CC's are already VERY inexpensive because they're highly subsidized by the taxpayers - about $46/cr for most CC's. You can get an AA for less than $3,000.

States I've read about doing free community college are paying for through lottery money.
Community college tuition/book costs add up. Many people make too much to qualify for help but not enough to pay cash for cc.
