I'm somewhat at my wits end so I'm hoping some here may have a bit of advice to share. Currently I am 36 semester hours from graduating from American Military University with a BS in Information Systems Security. My completed credits are a combination from a local regionally accredited school and AMU. I would much rather receive my degree from a school that has both online and a campus setting. Along with not having the reputation that online only schools have. I have searched extensively for a program in Information security, Information technology, or Networking and In all honesty I am not sure where I should apply. My requirements are these:
Must have at the most a $250 dollar per credit hour rate for military (I use Tuition Assistance)
Must have a boots on the ground campus (But I will attend online only)
8 week courses, year round is what i like best
I need to get the most credits possible for transfer I am only willing to go up to 45 semesters hours toward completion at the new school.
Does anyone have any insight on where I may apply? I will apply to at least three schools see where I get the most bang for what I have completed and go from there.

TESC is really an online school with a new nursing school campus. OP, you are extremely limited in your choice if you're trying to stay at the TA rate and find a school with a traditional campus. Think about it, traditional schools have traditional school fixed and capital costs (Stadium, Labs, buildings, research centers, etc.) in addition to extracurricular. The online programs at these schools are usually cash cows to help fray the cost of the schools other expenses. Some will try to help vets with a lower tuition rate, but finding a four year school at that rate is difficult unless you stick to the military friendly schools. To find what you want, you may have to go out of pocket a bit. Have you tried Regis, St Leo, Embry Riddle?

Don't waste time by trying to save time. The only sure way to complete your degree is to knock out credits quickly and efficiently.
Don't let easiness bite you in the rear. Know your endgame (where you want to be) and plan backward from there. Your education is a means to an end.
Be honest professionally, socially and academically. There are people (especially little ones) who look up to you and they're going by your example.
Be proud. Whether you're an Engineer or Fast Food worker, there is honor and dignity in hard work.
Picking on people weaker than you only proves that you are a weak person.

Have you considered Western Governors University? Not sure about their tuition, but a lot of IT folks on another forum recommend them. You are guaranteed admission almost if you have a certificate of some kind. While they don't have an actual campus you might want to check them out as thy might give you the most for your credits other than TESC.
There is also Dakota State University. They have a pretty good reputation from what I have heard as far as their computer programs and they have an actual campus. Again, not sure of their tuition, but think they might fall in the rate you are looking for.

You may want to look at COSC. Not sure if it has a non-online classes. has 8 week classes. Friendly transfer policy. $276 / credit tuition but watch for fees. cyber security and GS in Info Systems.

UMUC is a Maryland state school, military friendly, and has a strong IT program and an actual campus if I'm not mistaken

The Big 3 are all online-only schools with the exception of TESC's nursing program as Prloko mentioned. Western Governors University is becoming well-known as an online-only school. It's even more well-known than TESC and COSC.

Not sure what service you are in, but another strategy to use is to look up education centers at different bases, and see which of these bases have B&M schools teach at them. This usually implies a special military contract with the base and they tend to have lower tuition. Many of these schools have online programs, and viola! You have yourself a list. Example, Louisiana Tech teaches at Barksdale, ODU teaches at Langley, CMU teaches in several bases, etc. These schools have military rates.
