Is anyone able to recommend a (preferably regionally) accredited certificate, or accredited technical or vocational degree program with the following:
1) Online and self-paced that I can complete on my own time.
2) Non-proctored exams. (I’m disabled and because of my specific disabilities need non-proctored exams and a self-paced program.)
3) Provide an official transcript upon completion.
4) Affordable. (Preferably $2,000 or less)
(More information about why I need the above requirements is that I’m applying for jobs that are only open to students and recent graduates that have to be taken from a qualifying educational institute that is accredited, and also provide proof with a transcript.)

I think University of the People is a good choice. You may apply for the scholarship.

I'd look at the free Pierpont associate degree. You will need to complete courses on Sophia which you'll need to pay for and at least 1 RA credit which can be found at ASU for $25 I believe. Sophia is $99 a month and you can complete as many courses as you can in a month. Sophia is not proctored. Being disabled you should notify a college of this because under the ADA you are legally required to be provided with certain services. Don't let a college tell you that there's nothing they can do because that's complete BS. If after you complete the associate degree, I'd look at UMPI. UMPI has worked with disabled students on this forum and is very helpful.

THIS! I highly recommend the Pierpont BOG AAS as it's Regionally Accredited and also it will just cost you "transcripts", there are no fees at Pierpont but sending transcripts to them and having them issue you a transcript. All courses can be completed at Sophia.org in addition to the 1 ASU credit that costs just $25, plus $15 transcript. Sophia.org transcripts are free...
You can get 60+ credits on your transcript from Pierpont for an affordable price.... I think, depending on how 'fast' you can go, it may cost less than $400 for the entire Associates from start to finish! You can ladder that up to UMPI for $1400/term, if you finish in 2 terms, that's just $2800 + any more ACE credits you decide to transfer in, I would think about this option...

This doesn't meet most of the asker's requirements. It's not regional, it's not self-paced, it includes proctored exams, and it's not under $2k.
(Though to be fair, non-proctored and/or under $2k is essentially an impossible ask, at least at the Bachelors level. As others have pointed out, you can get pretty damn close at the Associate level with Pierpont)

I second this. If you are able to go quickly, a Pierpont degree may only cost $200-300 total (Sophia = $99/mo, ASU = $25 for class + $15 for transcript). Pierpont itself charges nothing, except for the cost of sending transcripts once you are finally done.

You can also get FREE credits through The American Dream Academy on Coursera: https://degreeforum.miraheze.org/wiki/Coursera There are potentially 55 free credits available from TADA. If you are able to get every credit-bearing certificate or specialization there, you would only need 4 courses at Sophia + the ASU credit. The 4 Sophia courses should easily be done in a month, making the total cost of the Pierpont degree $140.
