Binghamton University (SUNY) has an online PhD in System Science.
It requires 30 credits, but only 24 of these need to be from the university. At a tuition of $620.45 per credit hour (including fees) for out of state students, this totals just below $15k for the entire degree. In state students get an even better deal at $471/credit hour plus some fees.
They have many different research areas such as computer modeling, health systems, information systems, machine leaning, statistics, sustainability, and even transdisciplinary research which allows for many different areas if research.
Binghampton is a top school in the US (US News at 73 overall, 34 for public schools)
Might be a good option not just for people STEM, but other computational “soft” sciences like social science, economics, etc.

This degree was discussed a fair bit on the sister forum. While the website makes it seem as this is sort of a catch-all degree for data intensive fields, the response that one of our members got from a program faculty member made it seem much more limited/narrowly constrained:

I will note that “AI, Data Science and Machine Learning”, which were the topics someone wanted to study on the sister forum, are tools, not systems. I dont believe this narrows the program beyond what is advertised, but it does show the ambiguity with the degree name.

Based on the electives, the program can be tailored to go in several different directions. It isn't focused on AI and machine learning, but it is applicable to systems engineering, operations research, and data analytics. There's some human factors in there but probably not enough to be considered equivalent to a human factors major.
