So they only charge $5000/year for 30 SH?
Yep. I believe it's self paced, similar to WGU, so potentially much more than 30SH/year. Also, I've seen where some corporate partnerships lead to much less than $5000/year. I think some federal employees can go there for $3000/year

I work for a hospital in NYC
they have the same $ amount limit
they have a deal with
https://www.ashford.edu/
they will pay the tuition for any employee seeking a degree from them -- no manager/HR approval needed -- and the degree doesn't even have to be related to your job
all other schools need approval by your manager (but its pretty much automatic)
and courses and degrees need to be related to your job (but they're pretty loose with the definition of "related")
they only pay for credit courses
so no coursera, no edx, no non-credit continuing ed certificates
and no courses that are required for you to maintain your existing license or certification
