I took the ACTFL Oral French last summer. It was all done via telephone and the examiner was super friendly. She pretty much asked me questions in the context of a conversation about the past, present and future which give me the chance to show off my grammar. For example, she asked about my wedding (in the past), about where I'm living currently and about my neighbours, and also about what I hope to do in the future or places I would like to visit, etc.
My advice would be to just try to have as conversation as you can to get really comfortable speaking.
