If you just want to learn about tax. Why don't you focus on a Master's in Taxation instead of a MS in Accounting Taxation?

I applied to those too.

Another consideration if you want to study the most advanced areas of taxation. Apply for tax law programs at law schools.

I just don't want to take out student loans

Have you looked into doing international tax at a UK University?
