I have family that work at UIUC as it is just down the road from me. The 70 percent scholarship is intended for folks from Illinois with verified need.... Think someone who comes from broken homes, or who are otherwise financially underprivileged... think of folks with great grades but on food stamps. It isn't just a UIUC program either, it extends to all state schools.
Point is, while anyone can apply for it, your chances of getting said scholarship are nil if you are not both an Illinois resident and near destitute.
