FREE doctorate in Economy & Government (in Spanish, in Spain)

I came across this on emagister, a free doctorate program from Universidad Internacional Menéndez y Pelayo (UIMP). From what it says on the website it sounds like you have to be in Madrid to take advantage of it. I requested more information and will ask if it can be done online when they reply.
