Assuming you passed and that there isn't already RA credit in the slot, the PHI TECEP will be used by the degree you still have. It won't get removed.
And you don't actually have to have it removed. Just when you apply for graduation for the degree(s) you want, the evaluation for the BA Philosophy remains behind (they don't require you to graduate with every degree evaluated, none of us would ever graduate if so! I had five active evaluations at one point). The TECEP would fall somewhere into your goal degree because RA always override Alternative Credits, even if that means as an elective.
In fact, I heartily recommend everyone leave an unfulfilled degree or cert when they graduate. It continues your enrollment past graduation, which is handy if you want to add other alt credits to your transcript (like extra credits for a CPA), or just want to be able to access student discounts and the like.
