A local community college could be ok.
If you have an association with a union check out this: https://www.unionplus.org/benefits/educa...ee-college
I guess where to start. I think these would be good questions to answer:
1) Do he have any prior actual college credit?
2) Does he have anything that could be counted as college credit? (AP, CLEP, ACE, NCCRS, certifications, etc.)
3) Does he have access to an affordable local CC that accepts alternative forms of credit?
4) Does he qualify for financial aid like Pell grants, scholarships, etc?
