The PLA course is a one time thing. What is confusing is that there is PLA for ExcelTrack/traditional semester and another for the Open College program. You can theoretically get 75% of your degree through the PLA course but I doubt that'll happen.
There site isn't very clear, but here is what the Operations Manager for the program told me: Once you enroll in the program they start getting credit from your previous school, certificates, and ACE credit. If you enroll in the Open College program they don't charge the $1500 at all per the Ops manager. Everyone has to do the PLA course in the Open College program. I'm still not entirely clear but it doesn't seem as intensive a PLA's elsewhere. According to the site, the average person gets 36+ quarter credits from the course.
I'm asking for more clarification on how the PLA for Open College works but I don't think it's the same as having to write big 15-20 page papers like you would at TESU:

Open College and ExcelTrack aren't the same thing. The sense I've gotten over the phone and through email is they are extremely generous in trying to get individuals through the BPSr program in an effort to get them into the Graduate program. Purdue Global's website doesn't explain the programs very well.
