Hold on, let's look at Charter Oak's own wording:
Quote:All courses, programs, or exams offered by alternative educational providers (non-regionally accredited entities) recommended for credit by NCCRS or ACE will not be accepted in transfer unless an agreement with the provider and Charter Oak exists. Students will be limited to a total of 90 degree-applicable credits from non-regionally accredited course providers, even if an agreement is in place.
A claim to credit from a foreign university isn't based on NCCRS or ACE recommendations. Foreign universities are not alternative educational providers as described here (except in the hypothetical case of a foreign university also holding NCCRS or ACE recommendations). The new Charter Oak policy does not appear to address foreign university credit.
