It is on the Sophia / Excelsior Transfer agreement as meeting 3 credit in mathematics requirement (as of 2016): https://www.excelsior.edu/documents/4604...l+Arts.pdf
Does this course work for COSC or TESU?
For both those schools its no.

And currently (Jan. 2019) at Excelsior it comes in as an elective credit.

Ah, it must have updated since the 2016 doc I found. However, from the same (Phoenix) link I posted above the free Foundations of Statistics still comes in to meet the mathematics requirements for Excelsior based on the link nosey561 just shared. For Free it would be worth trying.
The Foundations of Statistics is still a No for TESU or COSC.
Possibly, as the Sophia link is still showing it - it's an expensive gamble when there are other math credits available that are known to transfer to the Big3 at a much lower cost. Why spend $149 for something you know will only transfer to one school before you make a decision on what school you'll choose. TESU and COSC won't even give you elective credit for the 'Foundations of Statistics'; as they consider it remedial.
