But what is the cost of transferable credit? (Trying to find it... and not finding it to be too clearly/easily found as of yet)

I'm not sure I follow you, but to the best of my knowledge, there is ZERO cost to transfer credit to Excelsior. There is the application fee of $75 and an enrollment fee of $895 for business degree programs.

The application fee covers the cost of processing your application and an unofficial evaluation by your team of academic advisors of your prior academic credits.
The enrollment fee covers the cost of processing your enrollment form and the official evaluation by your team of academic advisors of your prior academic credit.

Leading me to question whether I ought to try to roll in as much credit at UoP and then transfer it via transcript? or I should roll what I currently have already acquired and (depending upon the costs over at EC) collect it over there.

EC does have the 100% graduation policy through transferable and tested credit - is that correct?

My suggestion is to enroll at Excelsior, transfer all of your credits from UoP to Excelsior and complete your degree at Excelsior. For a general business degree, you will be able to test out of all degree requirements EXCEPT the one credit information literacy course and the capstone Business Policy course.

EDIT: I'm sure it is just a typo in Joel's post, but the annual service fee is $495 per YEAR.
