I'm not sure I follow you, but to the best of my knowledge, there is ZERO cost to transfer credit to Excelsior. There is the application fee of $75 and an enrollment fee of $895 for business degree programs.

EC does have the 100% graduation policy through transferable and tested credit - is that correct?
My suggestion is to enroll at Excelsior, transfer all of your credits from UoP to Excelsior and complete your degree at Excelsior. For a general business degree, you will be able to test out of all degree requirements EXCEPT the one credit information literacy course and the capstone Business Policy course.
EDIT: I'm sure it is just a typo in Joel's post, but the annual service fee is $495 per YEAR.
