As far as I understand it, "higher level" is used for the purposes of certain degree requirements and just means a course beyond algebra. For example: BSAST Degree in Technical Studies at Thomas Edison State University requires one course beyond algebra.
Upper level "UL" (or sometimes called upper division UD) refers only to the course prefix 3xx or 4xx.
Precalc, calc I, calc II, and discrete math are all listed as "higher level," but none are UL.
