CCs in Texas are funded by the state and participating local governments, so there is an in-district, in-state, and out-of-state rate. I lived in a city and school district that paid no taxes to any community college system, so the best I could get was the in-state rate.
I am not good with my words today. What I meant to say was, there is no "in-district" pricing - just in-state and out-of-state. But since our in-state rates are so good, I am not complaining about that!
