I'm a big proponent of enrolling earlier. You will need to maintain enrollment by taking a TECEP every now and then, but TESU has been pretty good about honoring the catalog you enroll in. Yes they are entitled to make drastic changes, but they have traditionally allowed students to complete under the catalog in effect when they enroll.
As stated, they can change fees, or equivalencies, but none of these things are really related to your catalog -- these are separate issues. Locking into a catalog ensures you aren't chasing a moving target in regards to required classes. IMHO, it's worth the inconvenience of taking a TECEP every now and then.
Worst case, take an easy TECEP to maintain enrollment. Worst case by not enrolling, they completely change the required classes in your program and you waste alot of time/money. It was an easy decision for me.
