Does anybody know whether there is a time limit toward degree completion at TESU? Or could I theoretically enroll to lock in a catalog and then keep on taking an annual TECEP and graduate in, say, 8 years from now?

I don't know about 8 years but yes some people just take a TECEP to "restart" the year clock and remain in the same catalog. However, 8 years may be too long I'm not sure but I don't see an issue with at least 4 years (normal window for new students starting a bachelors degree)

There may be a time limit, I don't know.
What I do know is that with some degrees like the BSBA, your credits may get too old to use in the AOS. They limit those credits, so after a while, they would probably get a 10Y next to them (mine has some) and then you would have to go back and take more courses to put in there without the 10Y next to them (you're limited to 10cr older than 10 years in the AOS, or at least that was the rule in the 2014/15 catalog that I'm on).
