Premature enrollment...maybe?

I am really confused by some of these new TESU rules.

Toapply you send $75 and your transcripts. Is that still correct? YES

Once you enroll you have to pick your tuition plan and pay. Is that correct? YES - ALTHOUGH WITH THE PER-CREDIT PLAN, THERE IS NOTHING TO PAY

Once you apply you are only locked into a catalog year if you enroll within one year of initial application, Correct? YES

In the past you could enroll at anytime of year and you were enrolled for a whole 365 days. Has that changed? NO

Once you are enrolled if you enroll again before enrollment runs out you are still under the catalog you started on? YES

Maybe this isn't the right place to ask, but I am hoping the OP's question will help myself and any others having trouble with the new rules understand.
