Are any FEMA credits upper division?

TESC transferred two IS courses (1 cr each) as upper level on my wife's transcript. But that's a moot point now since TESC no longer accepts FEMA credits. Perhaps one of the other schools will accept them in a similar fashion, but there isn't much utility in 2 UL credits.

Which courses were considered UL?

I'll be 4 UL short at COSC and wouldn't mind only doing 1 UL DSST exam if I could get the last credit from FEMA.
