If you want something computer related that allows for the most options for CBE, look at the BSBA:CIS track at TESC. If you are set on the CS degree, then look at the BA in CS from TESC.
Look into your local CC. Mine has a CS transfer program. Includes the intro CS programing classes, some math, allows for some CBE, and is a matriculated program and which allows for financial aid / loans.
If test out options are limited, take your lower level CS classes at a CC. intro programming languages, data structures, some electives, etc. Be careful about leaving room for upper level courses.
How good are you at math? There are CBE and independent options for math, but not everyone can do Calc that way. CC classes would be a good option for these too.
You should be able to take all of your Gen Eds and Free electvies as CBE, but if going to TESC and using the per credit plan, leave some room for easy TECEPs.
