You've applied as a special student, not a degree-seeking student correct? That's an important distinction. Special student status sometimes allows you to go around red tape like entrance testing. Prereqs may or may not be as easy. You'll need to know if they are required, meaning proof is required. (Recommended means you can get in without). If you do have the required prereq complete, and it's a paper issue, simply tell them you can provide them with an unofficial transcript to get you registered WHILE YOU WAIT for the official transcript.
