Or did you mean like plus $1,000...

As in, it's an extra several thousand dollars that isn't (usually) needed. They're taking a degree that would of cost 10-12K, and throwing on an extra 3-5K (depending on what you get and how long you use them).
Granted, even with the extra money, it's far cheaper then other college alternatives.
