I've had grad programs want every single transcript and then there are programs I applied who just want proof of completing my bachelor's degree. I've been in 3 different grad programs so far. I've applied to more. It really does come down to each individual college and each individual program as even various programs in the same college can have different application requirements. There is nothing universal about applying to grad school other than it is time consuming.
