The Per Credit Tuition does not have an enrollment fee. Because of the lack of an enrollment fee, this plan does have a residency requirement: 12 credits for associates and 24 credits for bachelors. The requirement can be fulfilled with online/guided study courses, PLAs, ePacks, and/or TECEPs. The downside is that the cost per credit hour goes up to $476. The upside is that the TECEPs are still $36 per credit hour. Therefore, it is cheap to meet the residency requirement using TECEPs.

Oh. I thought you were saying that all he had to do was complete 4 TECEPs. He needs to complete the four, then CLEP/DSST the rest to get to his 60 credits. Because it looks like he needs 16 credits, but maybe I'm missing something.

No, I was just comparing what the OP would need to do in comparison to the other schools/degree programs because all of the schools will require additional tests/courses. The other options would require a capstone or cornerstone plus an enrollment or semester fee. For the OP to take advantage of Excelsior's waiver of the enrollment fee, he or she would have to enroll before June 30th. I guess there's enough time, but the capstone would still cost $465 per credit hour.

Are you saying that I would have to take atleast 24 credits with Excelsior if I use the free enrollment military option?

You'd have to talk to a Military enrollment advisor, but as far as I have recently read either on here or from within Excelsior.edu that the military students get treated differently than ordinary students. At the time I assumed that it was because some will qualify for the GI Bill and so EC can cover its costs.
