I could be wrong, but Excelsior opened a center in Washington DC for the School of Public Safety. That and 45% military maybe be two reasons? EC and COSC cater two very different populations.
Military would explain why there are less students at Excelsior taking out students loans. That's another factor that has nothing to do with the quality of the school or the cybersecurity program.
