On study.com, does the monthly membership allow you to take tecep review courses along with the 2 "for credit" course limit? Or is there additional charges for it?

The main charge at SDC is for the exams. You can study as many classes as you want if you're not going to be taking exams. If you're not going to be taking SDC exams and instead focusing on TECEPs, you might want to drop to a lower membership level. The college accelerator level isn't needed if you're not taking exams.

That's right, you're paying the 'higher' tier only for the exams to get the college credit. Your subscription entitles you to use all their courses... You're not limited to having two courses open at a time, the main difference is the access, you'll just have extra access to the final exam to get the credit.

To see all the TECEP guides, go to Study.com, and select browse all courses.
Then filter education level/college and goals/transferrable credit/credit by exam/TECEP.

I am paying the higher tier because I am doing a few UL courses there. I guess can still go over the study guides for TECEP for no extra charge.
