I would agree with everyone else, if you get her credits reevaluated by another organization, then it certainly can't hurt to apply to some other schools and see what they get. Even if she gets her courses paid for by the military, you want to make sure that you're taking courses that will work in another plan. For instance, if she were to get a new eval, and then she applied at TESU and found that they gave her 100 credits (just made that up), but she still needed very specific courses for her degree, THOSE are the courses she'd want to take at APU. So, she really needs to get a new degree plan going before she continues to spend money on courses.
Also, with the TESU degree that has been recommended, there are lots of test-out options.

Since this isn't one of the languages available through the online version, she would have to work with her company or maybe there's some place on your military base who can help facilitate this. It would certainly help, and would get her a lot of credits (maybe up to 12 or 14, I can't remember now). Some would even be counted as UL, which would be great. And, it's a cheap option!
