It really depends on the student, some look at costs, courses that interest them, rankings, reputation, or in state programs, and others look at the program as a whole and see if it matches most of what they're looking for. I would compare the programs you're interested in and see if it hits all your boxes and maybe search up some reviews to see if it's for you or not.

MS State is certainly a regarded university. This program might well be a pearl of great price. Rigorous, respected, and suitable for employment all over the world. More than 32 credits are required, as the other commentators point out. If the goal is Tenure Track at MIT...avoid distance learning altogether. If the goal is career advancement, you probably would find this program to have great utility.
