Time to go shopping, then. Luckily used computers are not expensive, just be sure you're not buying stolen goods. Check the local thrift stores or look for refurbs from reputable online merchants. Get at least 4GB of ram, and try for an i3 or i7. Don't worry overly much about the camera, as USB webcams are cheap, too.

Pretty much any laptop sold now would meet the requirements, webcams are standard on them too. A basic Windows laptop can be bought for under $300 new. (Sure they go way up from there, sky is the limit on bells and whistles). I would not get a screen smaller than 15", especially if it your primary for school and such. Apple makes great products, but not budget friendly. Avoid anything that calls itself a Chromebook, they are low cost - but they will not meet the requirements (they are more fancy tablet with a keyboard not a computer).

Yes I say a lot of those low-priced chrombooks but heard they wouldn’t be good.
As for webcam, I thought for study.com it has to be a detached webcam so you can scan the room? Or can one built in be used for proctoring?

Earlier this morning I saw a sale notice from Dell advertising a new laptop for $199. I don't remember the details, but I suspect something like that would be fine as well.

Either way works. If it's built-in you'll just have to pick up the laptop spin around with it. For my MacBook, I have to do the latter since it cannot use an external webcam.

It can totally be built into the laptop. I have used my laptop for all my proctoring with all the services, including study.com. I use WiFi for the internet connection, and just unplug it from power while I do the "room 360 scan" (this is when you have to take the webcam show the full room before the exam); I plug the power cord back in after 'the spin'.

It's also possible that your local library may have a computer that meets the requirements for free. Also to note, you dont need to be completely alone.

When I started two years ago, I was on an XP box.
Seems like I was able to upgrade to Vista and it worked, or something similar.
If you can't afford the laptop, talk to your local college or job placement place or library and see if you can use one of theirs for your proctored finals.

If it's a built-in camera, they want you to have a mirror, so they can see the corners of your screen. It's not only about the room, but also the screen.
