I'm at the end of a Master's degree in Security Studies that, in-house, counts as 50% (36/60 credits) of its same department's doctoral program. However, since I did not get into that doctoral program, are there any programs worth looking into in either International Relations/Politics/Public Policy (Security/Conflict focus) or Security Studies/Homeland Security that have a relatively, even comparably, generous transfer arrangement of comparable credits from a completed Master's degree?
Worth noting I already have a prior Master's degree in a related-ish field, but it is too old for the credits to transfer.
Accredited degrees/Education:
Applying to: Doctoral programs in International Affairs and Public Policy (National/Homeland Security & Conflict Studies focus)
MSc, Defense and Strategic Studies (In Progress), Missouri State University
MA, Asian Studies, Florida State University
BSc, International Affairs: World Religions Concentration, Florida State University
Graduate Certificate, Intelligence Studies, Florida State University
Certificate, Emergency Management, Florida State University
Unaccredited degrees/Education/Training:
D.Div. (Honorary), Universal Life Church Seminary
Notary License, Commonwealth of Pennsylvania
TESOL Certificate, Arizona State University
Business Research Certificate, Florida State University
Cyber Intelligence and Cryptocurrency - Independent Study, DHS
Emergency Management Institute - Independent Study (Multiple Courses), FEMA

So, you're almost done with the MSc at Missouri State University? Did you check other online programs from within the state or your previous institution of Florida State University? What's your budget? I haven't checked the sister board or the other areas within the grad subforum, there may be something, I would look there as well...

The Missouri State program is actually based in the Greater DC-Maryland-Virginia area. I went for it because I anticipated the possibility, not 100%, of being able to enroll in a doctorate there as a distance learning student.
FSU's closest offering is a PhD in Public Administration that offers elective coursework in Intelligence/Emergency Management and Homeland Security (I have already earned a specialized graduate certificate from that program, though too long ago for the credits to transfer into anything).
Right now I'm looking into St. John's University's Doctor of Professional Studies in Homeland Security, but only 12 "stray credits" or certificate credits will transfer rather than those from a completed Master's degree. That's why I'm looking into other relevant options that allow a greater amount of transfer credit.

Most reputable programs won't allow generous credit transfer (especially PhDs since they are research-based).

If that were true, ABD completion programs wouldn't exist.
