Do these two sentences mean the same thing?

Carbon monoxide is produced when organic materials are incompletely burned.

Carbon monoxide is produced when organic materials are burned with insufficient oxygen.

They appear to have different meanings. It is possible to incompletely burn an organic material even with oxygen present.
