Certificates only have UL credits if they're taken at a 4-year college. Even then, there's no guarantee that someone was required to take UL courses to complete a certificate.

True enough. Conversely, an Associate's from a CC can include courses that would have been UL if taken at a 4 year school.
@Ideas, I wouldn't say I "do" hiring, I just occasionally have to review and interview candidates.
I think it's safe to say that like anything else, your mileage may vary. Sometimes just listing the right buzzword is the thing that gets your resume into the interview pile. I'm sure that, in some cases, listing the right cert could do the same thing.

I agree with what sanantone previously said. Some job listings will state that at least 18 hours of accounting courses is required. Well in that case, the person with a BSBA in Marketing with a certificate in accounting could be a potential hire. At the end of the day, it depends on what ones goals are with it and what types of jobs they will be applying for. If you have the experience required for a position but need X amount of hours in a particular field, then a certificate makes sense.
