Given Pakistan's fickleness, it was probably the only way this would have ever gotten done.

Yes, there does need to be an enemy, and there needs to be a catharsis like that which happened last night into this morning. Another face will be put in as a new Al Quaida #1, or, there will be a new group to replace Al Quaida. It is the only way to continue to garner public support on a war on terror- you need something or someone as a posterboy/target to give people a sense that there is an ultimate conclusion in sight. Even if there really isn't.
