Yes. common but not universal to have option for Weighted GPA in High School. It takes into account how hard the workload was.

Completely common - more the rule than the exception. Honors courses are generally weighted ½ point higher, and AP or college courses are generally weighted 1 point higher. That's why you see so many kids who have 4.2, 4.5, etc.

Also, generally speaking, a 1-semester college course is equal to a 1 full year high school course.
