I think the prep work mentioned will help you pass....maybe. Or simply taking those courses att he college level will provide the needed credit/experience.

I'm always happy to complete the free application waiver for those applying to WGU (I get a free gift from WGU for this). Just PM me your first/last name and a valid email so I can complete their form.

I am a foreigner too, and I solved the problem in a more direct way. First I studied the CLEP-prep books from REA, Peterson etc., and then carefully read the explanations to all the questions. The ones that I did not understand, I just searched on Google, where I found many excellent explanations , such as for run-on sentences, dependent and independent clauses, verb forms, punctuation rules, and so on. After a month of intense studying, I passed the CLEP composition on the first try.
I know you can easily do it, especially if you go directly to the problem in a focused way. Good Luck to you!

I'm going to go out on a limb here, but would an English-as-a-Second-Language (ESL) course do the job here? I think the first hurdle to overcome is the grammar and syntax, and that may be teachable via an ESL course that may be available in-person pretty cheap depending on the location as a lot of places cater to immigrant needs. But I'm not familiar with ESL courses at all, so it may not be the right approach, but I guess it can't hurt to look them up in your local area to see what they offer.
