For a BALS or BSLS, I'd go with COSC. For a BSBA, I'd go with COSC if you don't care about program accreditation, and TESU if you do.
It really just depends on the degree as to which school you should choose. There WILL be instances where EC makes sense and will cost less and be easier to finish, but no way to know without knowing everyone's particular circumstances.

Depending on your future plans programmatic accreditation could be important too.

Ok I got it...so TESU has ACBSP accreditation which makes it a better BSBA program...

Military for TESU would be $1,848 if they waive the residency. $4,648 if they don't (I don't know if they do or don't).
For the out-of-state tuition, you have the regular prices - and if you use Study.com, you can get in-state pricing for tuition, so get rid of that whole section.
For active-duty-military, you can use TECEP's for residency.
CLEP & DSST's for 90cr = $0 (free for military)
Study.com for 6cr = $199 (need 1 add'l UL course for AOS)
6 LL TECEP's for 18cr = $900 (towards 24cr residency)
Cornerstone 3cr = $750 each
Capstone 3cr = $750 each
Residency Waiver = $0
Graduation Fee = $298
Total $2,897

As far as I know. The cornerstone has no prereqs you can take any time. The cornerstone you can take first, last or the middle of your degree, it doesn't matter.
The capstone has requirements before you can sign up and is usually the last or one of the last courses for a degree.

Here are your options for a generic liberal studies degree at the Big 3:
COSC - BALS or BSLS
EC - BALS or BSLS
TESU - BALS only
