Work through IC, and pull up the great resources people share here for deeper understanding. There is a whole collection of algebra videos over at Khan Academy (I like these better than youtube because they follow a linear sequence and offer practice problems). There are lots more, but Khan is a great resource. Also, I love the Dummies / Idiot's Guides. I have them for algebra, very very useful!
And WELCOME!
Welcome, welcome. I'm fairly new myself...but I've taken a few CLEP so far. The NUMBER ONE thing you should do is login to the forum and click on the fourth link (Specific Exam Feedback), there is actually a thread for each CLEP, DSST, and other courses. Find College Algebra and scroll through what people are saying as a study tool. Also, print out the breakdown of the exam on the CLEP college board website and search the topics on Khan's Academy. Khan is great!! I go through some tutorials on Khan first and then go through each IC section...and you'll do just fine.
GOod luck
