Dedicated time to study: As much as needed to finish the bachelor as fast as possible
Timeline: Finishing the courses required for the degree as fast as possible would be ideal. Optimal would be 6-8 Months

My dad couldn't finish high school in his home country because our family got disowned by the government and they had to flee, he arrived in germany and did an apprenticeship as a steel worker prior to that he managed the family steel business in his home country. He is unemployed right now and decided to finally do what he always dreamt of. He doesn't have a lot of money so the cheapest degree is best, also please let me know about cheap well known Masters in Management or Finance like the UTPB or the UIUC masters that are talked about here.

UMPI (or any university) might be a bit difficult due to not having a high school diploma. UMPI does seem more willing to work with mature students, though.
As far as ease/speed, that depends on how well your father knows English. The Sophia portion can be completed in 2-3 months (I would suggest taking an ACTFL exam in German instead of Spanish at Sophia, though). The UMPI portion can be completed in 2 or 3 sessions (4-6 months), if one is comfortable writing academic papers in English. Assuming 3 sessions at UMPI, that'd be $4200 + $300 for 3 or 4 months of Sophia. The cost goes down if he can finish more quickly and up if he needs more time.
In progress:
TESU - BA Computer Science; BSBA CIS; ASNSM Math & CS; ASBA
Completed:
Pierpont - AAS BOG
Sophia (so many), The Institutes (old), Study.com (5 courses)
ASU: Human Origins, Astronomy, Intro Health & Wellness, Western Civilization, Computer Appls & Info Technology, Intro Programming
Strayer: CIS175, CIS111, WRK100, MAT210

I don't know for sure, but I would recommend that he contact UMPI (and NOT the "enrollment counselors") - email here: https://degreeforum.miraheze.org/wiki/Un...esque_Isle - and say something about how he cannot get a copy of his HS diploma because he had to flee whatever country he's from. There is no need to mention that he didn't technically finish. Because he is a mature student, who had to flee for political reasons, they may be willing to work with him. For instance, they may be willing to accept a certain number of US university credits in lieu of a high school diploma. Maybe proof of his asylum records, if at all possible? I can't say for sure. But I'm pretty sure that many universities have a "secret" admissions process for students who can't obtain original documents due to having to seek asylum in another country. UMPI seems like it'd be that kind of school.
Yes, the ACTFL is taken online. It must be taken online. You can see more information here: https://degreeforum.miraheze.org/wiki/AC...Languages)
Assuming your father can write well in English and he devotes all of his time to UMPI, students have completed Sophia in as few as 1 or 2 months and then UMPI in 1 or 2 sessions. So, assuming he is able to start at UMPI, he could theoretically graduate in as few as 3 or 4 months from enrollment at Sophia. Probably closer to 6 or 7, though.

If your father did not complete high school and wants to enroll in UMPI, he can present an alternative exam like HiSET or GED. However, he will still need some type of certificate or diploma. It will be beneficial for him to have completed English composition by the time of application, and completing other subjects will also help. This way, he can avoid taking the TOEFL or IELTS exam for English proficiency.
As for Excelsior University (EU), it is possible that they do not require a high school diploma if you have a certain number of college credits. However, it is advisable to check their specific requirements before applying. Additionally, it is recommended to complete all necessary subjects before applying to EU.

UMPI doesn't require a high school diploma if one already has an associate degree. Pierpont's free associate degree should take care of this problem.
