They have a PhD in community leadership for $330 a credit hour. Very doable.
I'm looking for a research degree in technology, probably something to do with AI or data science. I want it to be as affordable as possible because I'll be doing a master's degree as well. While my GPA is acceptable (over 3.0) I don't know what scholarships I'll qualify for or if I could get an assistantship. I will basically have 60k to do both a master's and doctorate, including help with living expenses.
If there were a program in the 10k range I could definitely swing it.
Update: I found Aspen.edu, and while the overall cost is fairly high (plus it's only DEAC), it does offer very affordable payment plans and is still under $30k.
UofPeople has a few master's programs and is also DEAC accredited, but no masters that I have seen.
I am looking into European options to see what I can do there since so many of them are free or absurdly cheap.
